Abstract

Flood is the most frequent natural disaster occurring in Malaysia. In 2014, Perak has encountered flood with unprecedented damages on people and facilities. The objectives of this study were to establish the causative factors and extent of flood in 2014 in Perak, and to derive a feasible mitigation framework for future risk reduction. Two-dimensional (2D) modelling was conducted using the application of QGIS and Flood Modeller developed by CH2M. Excessive rainfall intensity, especially during the last two weeks of December 2014 which partly amplified by the excessive discharge by dam, were generally identified as the main causative factors. Other localized factors such as low-lying area and residency along high risk river reserve were also found to contribute further to this recent unprecedented flood in Perak. Flood extent from the modelling compared reasonably well with field data. A mitigation framework in terms of operational pre-release method during flood for dams and relocation of residency that is potential for future flood event were assessed based on the factors and results from modelling.
